This azimuth mark poses a bit of a mystery. An azimuth disk stamped Windy was reported destroyed during construction along this road in the 1960's and it was on the opposite side of US 41. There have been 3 sets of marks placed in this location and only a vague reference to an azimuth mark on the 1978 (last) monumentation of these marks.
