Franklin County was organized in 1871 and the two small settlements of Bloomington and Franklin immediately began a feud over which of them would be county seat. This lasted for 54 years. County records were stolen, records were lost and at times one town would act as county seat while the other held the county papers.

Franklin finally prevailed and this classical revival style stone courthouse was constructed in 1925. The courthouse occupies a courthouse square near the business district of Franklin.
