Phelps county was organized in 1873 and the county seat was moved to Holdrege in 1884. A small structure already in existence served as a courthouse until a larger building was finished on land donated by the railroad. The present stone courthouse was constructed 1910-1911.

The courthouse, still in use, occupies a typical courthouse square near the main downtown street in Holdrege. A newer addition to the building was constructed in the same Beaux Arts style as the original courthouse.
