Soldiers' and Sailors' Monument commemorates the Civil War, it consists of a 125 foot shaft on top of a memorial building base. A tall column topped with a statue of the "Goddess of Liberty" signifies loyalty to the nation. Four bronze groupings at base depict Navy, Cavalry, Infantry and Artillery. In the base are tablets listing 9,000 Civil War veterans. Also, four bronze relief sculptures depicting the Soldiers' Aid Society, Emancipation of the Slaves, Beginning of the War in Ohio and the End of the War, as well as busts of James Barnett, Levi Scofield and officers killed in action.
