W. T. Waggoner was one of a few Texas ranchers that became wealthy because of the discovery of oil on their property. In 1919, to diversify his investments and just to show that he could, he decided to put some money into building a sixteen story building. A year later, when completed, building was constructed to twenty stories and cost $1,500,000. At 210 feet tall, it was the tallest building in the Southwest at the time.
Designed by the Sanguinet & Staats firm, the building is a Texas version of the Chicago School of style. It was intended to be the ultimate in modern office buildings, with refrigerated water from an on-site artesian well and an elevator.
