Everett McKinley Dirksen was a United States Senator from Illinois from 1951 until his death in September, 1969. The statue stands in Pekin, Illinois' Mineral Springs Park, as Dirksen was born and raised in Pekin (in central Illinois, near Peoria). Dirksen was a conservative Republican who staunchly supported the Vietnam War, the Open Housing Act of 1968, and helped write and pass the Civil Rights Act of 1964. He is also famous for the quip (regarding spending in Washington), "A billion here, a billion there, pretty soon, you're talking real money". His fondness for the marigold flower was also the inspiration behind Pekin' annual Marigold Festival.
