Highway 99 runs North and South through California's Central valley, and although it is a State Highway, it is still divided and quite busy. At the Northbound rest stop South of Tulare is this Blue Star Highway marker
It sits in a small landscaped area between two of the rest stop buildings
It was placed there by California Garden Clubs of District 5.
