The art part: This looks to me like a large beverage drinking glass that is continuously and concurrently being filled and emptied.
Functionally speaking: Water runs off the building through a long pipe that extends into the 'drinking glass'. As water fills the glass - which is tilted - it pours out the lowest edge and into a planting of reed-like grasses in the flowerbed, thus creating the fountain, all the while recycling the water.
Wonderful use of art on the sidewalk of 1st Avenue in the Belltown neighborhood of Seattle. Hooray for the people responsible for this creation!
