From  North Carolina - A Guide to the Old North State in the Wilmington section:

The CITY HALL, NE. corner 3rd and Princess Sts., built in 1855, has 18-inch walls surfaced with cream stucco and is fronted by Corinthian portico.  Besides housing municipal offices the building contains Thalian Hall, an auditorium seating 1,000 and the Wilmington Public Library with 25,000 volumes. - page 254

The Wilmington City Hall and Thalian Hall have  been renovated over the years including a Public Works Administration renovation in 1940.  The renovation of the  building was completed most recently in 1990.  Thalian Hall continues to be used for theatrical performances.  The Wilmington Public  Library in no longer located in the building and is located across the street.  The building was listed in the National Register of Historic Places in 1970.
