There is quite a long history regarding this. It's a plateau that extends on both sides of the New Mexico-Texas border. That information is available here (visit link) and here (visit link)

This was a beautiful area. We had to do a bit of off-roading that eventually dead ended into personal property with a fence. There is no place to turn around so we had to back down the narrow road.
