Found approximately 2 inch brass disk marked

on the West side of Las Vegas Blvd on the curb edge of the sidewalk in front of the Project City Center construction site.

Approximately 1-2 feet away I also found a reference mark, but for what I'm not sure.
It is marked
RM 113.73
PLS 15106

I don't know whether 113.73 is distance or angle, but it doesn't seem to fit this marker. PLS 15106 is obviously the surveyor involved with the RM.
