The plaza/park was designed by Vincent Kling and covers an underground parking garage. City Planner Edmund Bacon came up with the idea. The plaza/park is across from City Hall and is at one end of the Benjamin Franklin Parkway. The park has a large Love sculpture in it, as well as a large fountain. The park's design made it a popular location for skateboarders, but in 2002 the mayor moved to ban skateboarding from the park and redesigned the park to prevent skateboarding.
