On June 21, 1942, a 5.5" shell exploded at this location. It was one of 17 shells fired at Columbia River Harbor Defense installations by the Japanese submarine I-25. It was the only hostile shelling of a military base on the mainland during WWII and the first since the War of 1812.
The memorial features a stone monument and a marble bench. It was erected by the American Legion in 1970.
