The area around the entry point to the Pacific Crest Trail found at the crest of Chinook Pass is covered in wildflowers from mid July through August. But if you really want to see a ton of flowers, 3 1/2 miles worth, follow the trail up to Sourdough Gap. For the entire hike you'll be surrounded by wildflowers - especially once you reach Sheep Lake and the meadows of the basin that it's located in.
I think the best time to visit tends to be the first week in August. The terrain rating is for if you take the time to hike up to Sheep Lake and the gap. Otherwise the terrain would be "1".
