Ten Iowa courthouses were constructed during the New Deal Era as part of the federal Public Works Administration, which funneled federal money into the construction of public works as a means of providing employment while contributing to a revival of depressed American industry. All were designed by Keffer and Jones of Des Moines, an architectural firm responsible for the design of numerous P.W.A-funded public building. The architecture is a blend of Art Deco and Moderne style elements. This courthouse stands at the site of a previous courthouse, facing the Mississippi River, which flows a few blocks away.
