I could watch this tower telescoping upwards while it was being built. Each day it got a little taller from the bottom up utilizing a clever technique. It is next to the old resivoir which was covered by a roof around the same time the tower went up. The blue tower had a red light on the top for a few months, then it went out with no explanation. It has not been lighted since...I guess they decided it wasn't necessary.
