The picture is taken on the Rio de Janeiro side. The sign reads "Bem Vindo a Sao Paulo" (Welcome to Sao Paulo) There's sign on the other side welcoming you to Rio de Janeiro. There's an SOS box on the side of the road, a good place to pull over.
