The city of Rochester acquired the hilltop in 1904 and completed the 140,000,000 gallon reservoir in 1908. Water is pumped from Hemlock Lake and flows by gravity from Canadice Lake to a filtration plant on the northern shore of Hemlock Lake. After treatment at the plant, the water flows by gravity, 29 miles through a conduit system and Rush Reservoir to Highland and Cobbs Hill Reservoirs. The Gatehouse, or Cobbs Hill Reservoir Building, was designed by J.F. Warner. The land surrounding the reservoir is landscaped by the Olmstead Brothers. Washington Grove, just east of the reservoir is a 100 acre santuary of large oaks and wilderness in the city. George Eastman donated 15 acres on the north side of the hill, which the city could not afford to buy, with the stipulation that the city aquire an additional 62 acres for a recreational park, which became Cobbs Hill Park. The reservoir is a a popular spot for runners, walkers and hikers and the area offers a great view of the city.
