This Sukhoi Su-22 is on display on the grounds of the Halabja Memorial and Museum, in Iraqi Kurdistan.

Halabja is the most known location of Iraqi chemical attacks against Kurds (https://en.wikipedia.org/wiki/Halabja_massacre). Nowadays it's possible to visit the memorial and museum of the massacre. Outside there is an exhibit with some ground equipment and this aircraft.
Allegedly it was used to drop the chemicals containers in Halabja, but it may be as well just a random Iraqi aircraft. Its condition is poor, the paint is fading, the national mark can barely be seen. The engine area is empty. No tail number on it. Also there is no information on the spot about the aircraft.
