For decades this area of Erbil was reserved for military use. After the fall of Sadam Hussein regime the 20000 sqm formerly taken by the 5th Corps Army were replaced by this park, which was inaugurated in 1998.
In 2004 a violent bomb attack took place here. The results were 117 deaths and 133 injured people. Among the deaths was Sami Abdulrahman, and the park was then renamed after the deceased Deputy Prime Minister of the Kurdistan Regional Government.
