The information panel reads:

"Rotary Grinding Mill

It is a device that places round fields on a flat circular field and lifts them with oxen or horses to pound grain. It is also called 'Yeonmaejae' or 'Deulbangae'. Unlike mats that grind grain by lifting the top by hand, the upper and lower parts of a mill are turned vertically by the power of livestock, so the work efficiency is much higher than that of mills.
When piling grain, one person holds the reins of the ox or moon and lifts the upper part in front, and the other person follows behind and turns the grain over with a short tool, a long handle attached to a wide wooden board. . Because it costs a lot to make a mill, the villagers jointly built and used them together, but with the introduction of mechanical mills, they were rarely used."
