"The Santander City Council is responsible for governing the city and municipality of Santander (Cantabria, Spain). It is chaired by the mayor of Santander, who since 1979 has been democratically elected by universal suffrage.
This administration is located in the Plaza del Ayuntamiento, in the center of the city, having occupied several locations before the current one.
The original building consisted of half of the current one, inaugurated on September 15, 1907, when Luis Martínez Fernández was mayor. The project was carried out in 1897 by the architect Julio Martínez-Zapata, who won second prize at the National Exhibition of Fine Arts. The works cost 600,000 pesetas, at that time the Plaza was not that of the Town Hall, but was called Pi y Margall.
The building was later expanded to form the block we know today and is made up of three floors, which contain part of the offices. It was built in two phases because the land on which it was built was property of the City Council and the bishopric. In 1963, work began on the second part of the building and it was reopened in 1967.
Behind the Town Hall is the Mercado de la Esperanza and in front of it is the oldest neighborhood in Santander, the Cabildo de Arriba."
