The U.S. Department of Housing and Urban Development released details on racial harassment at a non-profit housing building in Cushing.

In a letter, the department lists Cushing Housing Inc. and Oklahoma Property Management Inc. for failing to stop the harassment and violating the Civil Rights Act and Fair Housing Act. The department said those incidents happened at Cimmaron Tower back in 2016 and management was told several times what was going on.

"Those are horrendous accusations that were well summarized by the department," said Jimmy Arnold, president of Arnold Grounds Property Management.

The department released a letter Monday sent to former managers of Cushing Housing inc. in the Cimarron Tower and Oklahoma Property Managers Inc. The department confirmed situations of racial harassment and even retaliation in the summer of 2016.

"The board of directors are all volunteers and local citizens of the city of Cushing. Everyone that was on the board at that time has subsequently resigned," Arnold said.

The documents from the department say they investigated and confirmed several incidents after a white woman and her daughter moved to Cimarron Tower and her daughter started dating a black man. They were harassed multiple times and threatened.

"What they’re going to do is, they’ll put the building on a very tightly regulated monitoring status to make sure nothing like this will occur again," Arnold said.

When the woman and her daughter tried to tell property managers what was happening, managers acknowledged what was going on. They sent a notice to vacate the harassers but also sent one to the victims after they reported it.

Cushing Housing Inc. never followed through to physically remove the harassers either.

"You have to have a substantial amount of evidence for a judge because you might create a situation where that person could be homeless," Arnold said.

Now, the property owners have to work with HUD because they get federal financial assistance. Arnold said his company is cooperating fully.

"We’ll have a complaint log we’ll need to maintain, we’ll have a regulatory log we’ll have to maintain, and then we’ll have to report on a quarterly basis, that’s what I anticipate," Arnold said.

In addition to more training for building staff, the department said those victims will get monetary relief but it’s not clear how much. Arnold said he has a meeting on Friday to find out the next steps in the process.
