In 1860, the United States Post Office awarded a government contract to the Central Overland California and Pikes Peak Express Company to transport mail by coach between St. Joseph, Missouri, and Salt Lake City, Utah Territory. To expand its contract, the company founded the Pony Express, which transported mail and other light cargo on horseback from St. Joseph to Sacramento, California, establishing the Overland Trail.

With the introduction of the telegraph in 1861, the Pony Express and its parent company became obsolete and went bankrupt. The assets were sold to Holladay, who was awarded the government mail contract after the southern postal route from Memphis to San Francisco through the territory of New Mexico was closed with the beginning of the Confederate States of America at beginning of the Civil War.

Holladay retained the government mail contract during the Civil War, after which he sold it along with Overland Stage Lines to Wells Fargo and Company in 1866. Operation continued until the completion of the Transcontinental Railroad in 1869.

Locomotives made most mail and other staged express services obsolete, but the need for shorter routes for light freight and passengers was still necessary for towns and camps too far from the railways. Overland Stage Lines' assets were sold to smaller regional and local lines for transportation to and from destinations without rail service.
