We crossed this border on our trip across the balkan countries and didn't have any problems entering Albania. The waiting time was less than 10 minutes. Right at the border line, there is an old and picturesque boundary stone, see picture. There is a cafe and a shop where you can buy liquor and cigarettes on the Albanian side of the border.
