The renaissance-baroque palais was built in 1770 by architect Antonín Schmidt. Its name is linked to the count František Arnošt z Harrachu (in German: Franz Ernst Harrach), who bought the palais in 1865.
Shortly after foundation of Czechoslovakia the palais was sold to the state. Bata shoe company owns the building since 1991.
Given the location, the sundial shows only morning hours till 12.
