"The Circle of Arts is one of the most significant buildings in Lugo. In 1894, when Don Manuel Arrieta y Arrieta was president, the purchase of three lots on Obispo Aguirre Street and Plaza Mayor was agreed, with a total of 737 square meters, and later, on January 22, 1895, under the presidency of Mr. Eduardo Cumbraos Fouce, the lot corresponding to house number 1 of Plazuela del Colegio, which borders Obispo Aguirre Street, is acquired, with a total measurement of 729 square meters.
On October 16, 1895, the project of the current building was entrusted to the architect Don Luis Bellido , awarding the execution of the works to the contractor Don José Vila Veral in the amount of eighty-seven thousand pesetas, for which purpose a credit of one hundred was formalized. one thousand pesetas for the construction and decoration of the future building. On December 6, 1898, with Mr. Eduardo Cumbraos Fouce as president, the act of definitive reception of the works of the new Círculo de las Artes building was signed, which was officially inaugurated on December 12 of the same year."
