The Dallas County Veterans Memorial began with "Freedom Rock," a large painted boulder set in honor of veterans. This rock was placed at the center of an oval walkway in 2019. In 2022, a traditional red-brick memorial wall was added to the site. There is no dedication text on the memorial.

 Description of Memorial: "Freedom Rock" is a large painted boulder set in the center of an oval walkway. The rock depicts several specific veterans, depictions of aircraft and ships, an American Eagle, and a notation for PTSD / The Forgotten Ones. To the northwest of the rock is a traditional red-brick memorial wall with the seals of the Five Armed Services and plaques set in honor of numerous veterans.
