The Pen y Clip tunnel carries the westbound traffic on the A55 between Penmaenmawr and Llanfairfechan.
The 930m long tunnel was designed by consultants Travers Morgan and Howard Humphreys and Partners with the main contractor being Laing Civil Engineering.
The metal plaque in embedded in a concrete supporting wall near the entrance of the tunnel.
The text on the bilingual plaque reads:
