Melchiorre Delfico was born in 1744 in Teramo, then a part of the Kingdom of Naples. Being well educated, he rose to positions of prominence in the kingdom. His writings were influenced by enlightenment ideas which sometimes put him at odds with the ruling authorities, nevertheless, he managed to make some meaningful reforms in the areas of agriculture and economics which proved popular.

During the political upheaval around the turn of the nineteenth century, he found himself on the run and sought refuge in the republic of San Marino where he was well received. He remained in San Marino for about five or six years until things settled down and he returned to Naples. So fond was he of San Marino that he considered it his second home. His final years of public service in Naples were spent as counsellor of state and as president of the commission of archives.

The multifaceted Delfico is described as a historian on the stamp, a philosopher on the statue and an economist by Wikipedia. I suppose he was all of the above. The stamp was part of a set of twelve values showing one of two different images of Delfico. They were issued in 1935, the same year the statue, a bronze by Italian sculptor Enrico Saroldi, was dedicated. 1935 also corresponds to the 100th anniversary of the death of Melchiorre Delfico.
