This Ground Based Nav-Aid is located in the Dufferin County along a busy flight corridor towards Toronto's Pearson International Airport.
I could not find when it was built but it is one of several ground-based navigation aids being decommissioned as NavCanada moves towards satellite-based navigation :
"Leveraging advances in satellite-based navigation and customer equipment, NAV CANADA is implementing a multi-year project to safely reduce our network of ground-based navigation aids (NAVAIDs) across the country, supporting the transition to a more efficient and cost-effective air navigation system using performance-based navigation (PBN)."

The VOR being decommissioned is the Mans VOR (YMS), located about midway between Collingwood and Brampton in Ontario."
