The Peace Palace was conceived as a monumental home for the Permanent Court of Arbitration established in 1899. It was meant, ostensibly, to raise the PCA’s visibility and legitimacy among the nations and people of the world, the PCA being touted as the alternative to war. It was financed almost entirely by U.S. steel magnate Andrew Carnegie. Carnegie at first only wanted to provide funding for the international law library but eventually footed the entire bill and set up a foundation to manage the property in perpetuity.

In his old age, Andrew Carnegie became somewhat obsessed with world peace (and libraries: he funded the construction of over 2500 of them). During his speech at the building’s dedication in 1913, he famously intimated that the end of war was “as certain to come, and come soon, as day follows night.” Well, nobody’s right all the time. World War I, the Spanish Civil War, World War II, Korea, Vietnam and countless other twentieth-century confrontations demonstrated that the world wasn’t quite ready for the Permanent Court of Arbitration.

In 1922, the Permanent Court of International Justice was established and housed at the Peace Palace. Rather than a solution to war, its purpose was to resolve disagreements among member nations involving international law. In 1946, it was taken over by the United Nations who renamed it International Court of Justice. The Permanent Court of Arbitration still exists but is not part of the U.N. Also housed in the Peace Palace is the Library of International Law and the Hague Academy of International Law.
