The transmitter for the State of Oklahoma Emergency Management Division is located on the roof of the Will Rogers State Office Building across NE 23rd Street from the Oklahoma State Capitol Building in Oklahoma City OK.
From this site, the Oklahoma State Emergency Operations Center (EOC) can communicate with any city or county EOC -- which they do a lot, since Oklahoma is located in the heart of Tornado Alley, and the state is therefore certain to get on average 68 tornadoes a year, the most in the US.
