The Municipal Urban Planning Management will not be able, at least in the short term, to initiate the procedures to tender the development of the partial rehabilitation works of the old Regina convent . A bureaucratic tangle has been established on the previous building that prevents, by way of facts, starting some proceedings. Not even looking for the company that makes them in the future when possible.

The Local Government Board declared the expiration of the termination file of the contract that it signed four years ago with a company that offered to carry out the works for just over 400,000 euros. Those works did not even get started. The contracting company withdrew without having laid a brick. Well, the contract between the parties has not yet been broken, allowing the possibility that another company that has better fortune will take over the proceedings.

The expiration of a file occurs when a certain period passes without a resolution being issued. In the case at hand, it is eight months. The expiration of the procedure implies that everything that has been done up to that moment is invalid. The legal reports requested, the external opinions, the budgets that appear in the administrative folder are not valid. They have to be repeated .

In the case of the Regina convent, it happens that the mess is much deeper. It is not that there is an open file: there are two. The first was carried out at the request of the contractor company in which it blames the Córdoba City Council for not starting the works. That file has already reached the courts of justice that have fully agreed with the Córdoba City Council. But the company that did not comply with the contract has the alternative of appealing that first sentence, which delays the final decision.

A second file
The second of the contract resolution files was initiated by the City Council itself with the thesis that the company was responsible, that it had breached its obligations. The difference between one file and another is that, in the second, the Córdoba City Council acts as the injured party and can claim damages in the way that the contract left it hanging. The City Council had to give up two large subsidies as a result of the company's refusal to comply with the agreement. One came from the Junta and another from the cultural 1 percent of the formerly called Ministry of Development.

One of the issues that explains why Regina cannot be touched until the file that has been restarted is concluded is that it is necessary to carry out an expert report on the state of the building. This appraisal will be key, explain the municipal documents, to establish the figure that will be requested from the contractor company that resigned from the contract a whopping four years ago.

The Urban Planning Management announced a few dates ago that it was finalizing everything to start the tender for the new church rehabilitation project to turn it into a multipurpose cultural center inspired by the Sala Orive. The City Council has reserved close to a million euros of its own funds to carry out an initiative that, at the moment, depends on unraveling the bureaucratic skein created by a failed contract.
