After the Government of Canada enacted the Northwest Territories Act in 1875, work began on surveying and exploring all of the vast lands of Western Canada, from the international border with United States to the Arctic Islands.
Because this territory was so vast and there was a not a lot of government to be had, issues of safety, territorial security, enforcement of laws, and preparation for settlement were all paused while the Government of Canada got a handle on its own land.
Part of that process happened here in this building, shortly after Regina was named the capital of the North-West Territories on 27 March 1883.
On 20 August 1883, the appointed Lieutenant Governor of the North-West Territories Edgar Dewdney held his first meeting in this building with an appointed council of five persons.
An official Canadian Government historical marker at this site reads as follows:
"SEAT OF TERRITORIAL GOVERNMENT
On March 27, 1883 Regina was named capital of the North-West Territories, and on August 20 Lieutenant Governor Edgar Dewdney first met with his council in the Council Chamber constructed on the site. Here policies were developed to govern the territory from the Manitoba border to the Rockies and from the international boundary to the Arctic Islands. Here, also, representative government was established in 1888, evolving into responsible government for the southern part of the Territories in 1897, and culminating in the creation of the provinces of Alberta and Saskatchewan in 1905.
