This sculpture, made by Charles Daudelin (https://fr.wikipedia.org/wiki/Charles_Daudelin) symbolizes the obstruction of waterways by ice in Quebec during the spring thaw (an ice jam: (visit link) .wikipedia.org/wiki/Emb%C3%A2cle_de_glace).
It is a gift from the Government of Quebec to the city of Paris inaugurated in 1984.
