This is a statue of Abraham DePeyster, a former mayor of New York City. It is made of bronze and sits on a granite plinth. In his left hand he is holding a book called The Law of Her Majesty's Colony of New York.

Description:
A seated portrait of Abraham de Peyster holding a book of New York law in his proper left hand. He is dressed in judicial robes and a wig, and is seated in a chair adorned with reliefs. On the proper left side of his chair is a relief of him on horseback reviewing his troops. On the proper right side of his chair is a relief of a sailing ship of 1717. The sculpture rests on a granite base adorned with a bronze relief of crossed swords, a scroll, and a wreath.

The sculptor's name is George Edwin Bissell.
The statue originally was located at Bowling Green but has been moved multiple times. It now is located in Thomas Paine Park.
