Glenn Heights is a relatively new addition to the DFW metro area. In the late 1960s Moe Craddock, a Dallas firefighter, opened a 30-acre mobile home park in this undeveloped area, and then went into politics to push for incorporation to prevent nearby DeSoto from annexing his business. After the creation of Glenn Heights Craddock served on the City Council and for several terms as mayor. The population has risen from three hundred or so (when the mobile home park was established) to about seven thousand in 2000 and double that in 2020. About half of the city's area is still unimproved land.

The Glenn Heights municipal complex is a cluster of metal buildings housing the city offices and firehouse. A memorial marker for Joseph Milas Glenn, the namesake of the city, is on the west side of the building.
