In 1894, the first public library in Plainville was locate in the Town Hall.The present building opened in 1931. The first addittion to the library was made in 1962. In July of 2001 a large addition was added to the rear of the library and the original 1931 building was restored.

The stone block original library as a set of steps leading up to the projecting main entrance block. Above the door is inscribed PUBLIC LIBRARY. The doorway has a arched top has a split arch and vase and a transom fanlight window embedded in a keystone arch. Flanking the doorway are 2 by 4 pane double hung windows with a keystone on top.

The main block has a gable roof. A pair of 1½ story high multi-pane windows with a rounded tops flanks the entrance block. The sides of the main block are two bays deep with matching 1½ story high multi-pane windows. Rising from the center of the roof is a square tower with a clock tower that has a dome topped by a weather vane. Stone block chimneys are locate at the gable ends of the roof.

The 1962 and 2001 brick additions at the back project to the southwest and south east of the building. A path leads back to a second entrance at the 2001 addition at the back of the original building.
