Little information on this piece, although the maker's marks are quite clear. The manufacturers are T.H & Co, I believe from Liverpool. There is a registration number 98315, and another mark H D & G M.

It consists of a substantial stone wheel, mounted on an axle, with a steel guard for the lower half.
