La ruta de la exaltación franquista en pleno siglo XXI aún conserva un "punto de interés" en Santoña. La localidad cántabra mantiene en su paseo marítimo un inmenso monumento que homenajea a uno de sus vecinos "ilustres": el almirante Luis Carrero Blanco, mano derecha del dictador Francisco Franco e "hijo predilecto" de ese municipio. La estatua no solo aparece en las guías de los devotos del régimen: también está en el mapa que a día de hoy ofrece el Ayuntamiento en la oficina de turismo.
Ajeno a la ley de memoria histórica, el monumento al almirante franquista sigue a la vista del público en una de las vías más transitadas por los miles de turistas que cada año llegan a este pueblo costero de Cantabria. Se trata de una obra de 40 metros de altura levantada por el escultor Juan de Ávalos en 1976 que acabó convirtiéndose en un punto de peregrinaje de grupos franquistas y falangistas.
"Representa un gran timón en cuya cúspide hay un ángel oferente y la rosa de los vientos. Las figuras que se encuentran en la base representan las cuatro virtudes cardinales", explica el ayuntamiento de Santoña, hoy gobernado por el PSOE, en su página web. En ese apartado, el gobierno municipal remarca que el monumento "rinde homenaje al ex-presidente del gobierno español, Luis Carrero Blanco, natural de Santoña".
Según ha podido comprobar Público, el mapa que actualmente se entrega a los visitantes en la oficina de turismo de esa localidad incluye el monumento a Carrero Blanco entre sus "puntos de interés".
El mapa turístico ofrece además un callejero de la localidad en el que aparecen los nombres de varias vías públicas que fueron modificados en 2008 por vulnerar la ley de memoria histórica. De esta manera, la guía recoge calles como "Plaza General Mola", "General Sanjurjo" o "General Sagardía", nombres que homenajeaban a destacados franquistas y que hoy cuentan con otros nombres.
En ese callejero aparece también reflejada la avenida Almirante Carrero Blanco, cuya designación no se vio afectada por los cambios introducidos por el ayuntamiento en 2008 en virtud de la ley de memoria histórica. Entonces se decidió que esa vía pública seguiría rindiendo homenaje al militar franquista, alegando que se reivindicaba su relación con la villa y su papel de marinero.
Con el monumento se ha aplicado un argumentario similar. Las distintas administraciones municipales –tanto en manos del PP, que en 2011 llegó a gobernar gracias al apoyo de un concejal del Movimiento Falangista de España, como del PSOE, ahora al frente del consistorio– han evitado dar cualquier paso que supusiera el fin de este símbolo de exaltación franquista.
En febrero de 2019, el Ministerio de Justicia, a través de la Dirección General de Memoria Histórica, solicitó por escrito a 656 ayuntamientos que eliminasen los "vestigios del franquismo que todavía puedan quedar en espacios públicos de sus respectivos municipios, en cumplimiento de lo dispuesto en la Ley Orgánica 52/2007, de 26 de diciembre, conocida como de la Memoria Histórica". Santoña, con su monumento a Carrero Blanco, estaba en esa lista.
Tras conocerse esa iniciativa de Justicia, el alcalde de este municipio cántabro, el socialista Sergio Abascal, anunció que el ayuntamiento evaluaría cómo actuar al respecto. Más de dos años después, el símbolo que homenajea a Carrero Blanco sigue figurando entre los puntos de interés turístico del municipio.
"En este asunto, Santoña es el agujero negro de Cantabria", lamenta Elsa Miguel Gutiérrez, responsable del área de Memoria Histórica de Podemos en esa comunidad. En tal sentido, confía que la aprobación de la ley autonómica de memoria democrática que impulsa el Gobierno de Miguel Ángel Revilla contribuya a poner fin a los vestigios franquistas.
"En el capítulo cuarto, el anteproyecto de ley habla de símbolos y elementos contrarios a la memoria democrática. Por tanto, estarán obligados a eliminarlos, tanto del callejero como de monumentos que puedan existir", remarca Miguel.
El coordinador de Izquierda Unida en Cantabria, Israel Ruiz Salmón, también destaca que la ley autonómica, tal como está redactada, "impediría que monumentos como el de Carrero Blanco sigan tal cual". No obstante, remarca que en Santoña "se está incumpliendo la ley de memoria histórica de 2007".
The route of Franco's exaltation in the 21st century still has a "point of interest" in Santoña. Oblivious to the historical memory law, the monument to the Francoist admiral is still in public view on one of the busiest roads for the thousands of tourists who come to this coastal town of Cantabria every year. It is a 40-meter-high work built by the sculptor Juan de Ávalos in 1976 that ended up becoming a point of pilgrimage for Francoist and Falangist groups.
"It represents a great rudder at the top of which is an offering angel and the wind rose. The figures at the base represent the four cardinal virtues," explains the Santoña city council, today governed by the PSOE, on its website. . In this section, the municipal government notes that the monument "pays homage to the former president of the Spanish government, Luis Carrero Blanco, a native of Santoña."
As Público has been able to verify, the map that is currently delivered to visitors at the tourist office of that town includes the monument to Carrero Blanco among its "points of interest."
The tourist map also offers a street map of the town in which the names of various public roads appear that were modified in 2008 for violating the historical memory law. In this way, the guide includes streets such as "Plaza General Mola", "General Sanjurjo" or "General Sagardía", names that honored prominent Francoists and that today have other names.
This street map also reflects Almirante Carrero Blanco avenue, whose designation was not affected by the changes introduced by the city council in 2008 under the historical memory law. It was then decided that this public road would continue to pay homage to the Francoist soldier, alleging that his relationship with the town and his role as a sailor were vindicated.
A similar argument has been applied to the monument. The different municipal administrations –both in the hands of the PP, which came to govern in 2011 thanks to the support of a councilor from the Falangist Movement of Spain, and the PSOE, now in charge of the consistory– have avoided taking any step that would mean the end of this Franco's exaltation symbol.
In February 2019, the Ministry of Justice, through the General Directorate of Historical Memory, requested in writing that 656 city councils eliminate the "vestiges of Francoism that may still remain in public spaces of their respective municipalities, in compliance with the provisions in Organic Law 52/2007, of December 26, known as Historical Memory". Santoña, with its monument to Carrero Blanco, was on that list.
After learning of this Justice initiative, the mayor of this Cantabrian municipality, the socialist Sergio Abascal, announced that the city council would evaluate how to act in this regard. More than two years later, the symbol that pays homage to Carrero Blanco continues to appear among the points of tourist interest in the municipality.
"In this matter, Santoña is the black hole of Cantabria," laments Elsa Miguel Gutiérrez, head of the Podemos Historical Memory area in that community. In this sense, he trusts that the approval of the autonomous law of democratic memory promoted by the Government of Miguel Ángel Revilla will contribute to putting an end to the Francoist vestiges.
"In the fourth chapter, the bill talks about symbols and elements contrary to democratic memory. Therefore, they will be obliged to eliminate them, both from the street map and from monuments that may exist," Miguel remarks.
The coordinator of Izquierda Unida in Cantabria, Israel Ruiz Salmón, also points out that the regional law, as it is drafted, "would prevent monuments like the one in Carrero Blanco from continuing as is." However, he points out that in Santoña "the historical memory law of 2007 is being violated."
