MUSKINGUM PARK, between Front St. and the Muskingum River, N. of Putnam St., is a river-front commons studded with many large elms. Here the memorial commemorating the ‘Start Westward of the United States,’ a group of six heroic stone figures designed and executed by Gutzon Borglum, stands where Arthur St.Clair was inaugurated first governor of the Northwest Territory, July 15, 1788.
