The figures represent heads and beasts and can be seen along the roof line of the building on the elevation facing the River Thames. The stone has weathered as the building was constructed in 1895 and pollution in London, during the 20th century has not been kind to stonework.
There are no openings visible so it is assumed that the carvings are for decoration only.
