This part of Allentown is actually a low lying area within a pretty built up area, surrounded by row homes, business and general normal residential life. As one would expect, it is prone to flooding.
The City of Allentown constructed a "Rain Garden" in this small triangular square to help combat this and demonstrate that natural means can control flooding. Per the sign in the main photo,
"This rain garden collects stormwater runoff from the sidewalks, parking lots and streets in your neighborhood. The deep rooted native plants growing in the garden are adapted to our local soils, climate and wildlife. Pollinating insects and birds are attracted to the plants' seeds, fruits and flowers.
The plants and soil trap, absorb and naturally filter pollutants such as sediment, oil, pesticides, fertilizers and bacteria. The work of these plants keeps pollutants from entering our streams and reduces flooding. Stormwater runoff directed into this rain garden can soak into the ground to replenish groundwater supplies, or be treated before entering the City's stormwater system and discharging into the Jordan Creek."
