Het Ambtshuis, vlak bij de Elster Toren, werd in 1694 naast gerechtshof ook als gevangenis in gebruik genomen.

"In 1327 is het Ambt van Over-Betuwe ingesteld door graaf Reinald II van Gelre. Het ambt was een bestuursorgaan dat was belast met het toezicht op dijken, wegen en waterwerken. In de loop der tijd nam het ook andere taken op zich, zoals het heffen van landsbelastingen, het beheer van de brandweer en de hulp bij watersnoodrampen. De ambtsman was tevens ”richter”. Hij oefende de rechtspraak uit bij criminele en civiele zaken.
Het ambtsbestuur vormde de overheid in de Over-Betuwe en bestond voornamelijk uit edelen. Wij kunnen de Ambtman beschouwen als voorganger van de Burgemeester, de Dijkgraaf en de Kantonrechter.

Pas in 1694 kocht de Ambtman een pand nabij de toren van Elst en verbouwde dat tot kantoor met een “gevang”. Op die plaats zou nog eeuwenlang het Ambtshuis van Over-Betuwe staan. In 1719 werd begonnen met het versieren van de Vierschaar (rechtskamer). In het midden van de achterwand, achter de zitplaats van de richter, werden panelen geplaatst die werden beschilderd met de kleurrijke wapens en bijbehorende namen van de laatst binnengekomen heren uit de ridderschap (6 ambtsheren en 57 ambtsjonkers). De wapenpanelen zijn vervaardigd in de periode 1719 t/m 1738. Deze zijn dus zo’n 300 jaar oud. Ze zijn een aantal keren gewijzigd en uitgebreid (o.a. door er aan de bovenzijde een stuk aan toe te voegen)."

The Ambtshuis, close to the Elster Toren, was also used as a prison in 1694, in addition to being a court of justice.

"The Office of Over-Betuwe was established in 1327 by Count Reinald II of Gelre. The office was an administrative body charged with the supervision of dykes, roads and waterworks. In the course of time it also took on other tasks, such as levying national taxes, managing the fire brigade and assisting with flood disasters.The official was also a “judge.” He exercised justice in criminal and civil cases.
The administrative board formed the government in the Over-Betuwe and consisted mainly of nobles. We can regard the Ambtman as the predecessor of the Mayor, the Dijkgraaf and the Subdistrict Court.

It was not until 1694 that the Ambtman bought a building near the tower of Elst and converted it into an office with a “prison”. The Ambtshuis van Over-Betuwe would stand on that spot for centuries to come. In 1719 a start was made on decorating the Vierijzer (court chamber). In the middle of the back wall, behind the seat of the judge, panels were placed that were painted with the colorful arms and associated names of the last lords of the knighthood (6 lords of office and 57 squires). The weapon panels were manufactured in the period 1719 to 1738. These are therefore about 300 years old. They have been modified and expanded a number of times (including by adding a piece at the top)."
