This hand operated pump has been re-purposed as a fountain. The water is a constant dribble flow from the faucet, and along side is a head sprinkler, mounted to spray ten tiny streams of water into the "pond".
The edges of the fountain, utilizing the water flow, is doubles a a place to water the flower pots.
This is the corner of a street, and the edge of a yard. The yards, it seems, belongs to the Runnebaum Family; Greg, Linda and Hope.
Since this corner had to be landscaped with a wall to prevent collapse, then adding a depression for the fountain was a great idea.
