Stockton-on-Tees is justly proud of it's heritage and has recently spent a large amount of money redeveloping the town centre.
This riverside walkway is one small part of this regeneration.
A plaque on the side of the town hall in the town centre has the following information about the locomotive.

Town Hall in 1810
Leonard Raisbeck,
Recorder of Stockton-on-Tees,
formally proposed the construction of a
railway from the South Durham coalfield to
Stockton. Thus the world's first passenger
carrying railway locomotive made its inaugural
journey from Darlington to Stockton on
27th September, 1815.
On that evening a celebration dinner to commemorate
that historic event was held here.
