The cornerstone of the Memorial Building was laid on May 30, 1889. It was constructed as a Civil War memorial and civic building to honor, remember and preserve the memory of Civil War veterans. Currently it is the home of the Burpee Post #71 of the Grand Army of the Republic (GAR) and the New England Civil War Museum.
Memorial Building is a three story high building built with with brownstone blocks at the first floor and red bricks on the upper floor. It was constructed as a memorial to all those from Vernon who served in the Civil War. The second floor served as the home of the Burpee Post #71 of the GAR.
The building has three sections. The west block has a gable roof side, the middle block has a hip roof with a dormer and a large arched entrance, the east side is a round tower with a tapered octagonal roof. The second story on the west side has a triple GAR stained glass window which is on the exterior wall of the Great Hall of the GAR Post #71.
