Born on 28 May 1881, Percy was the Son of E. Lehman and Sallie (Marsteller) Ruhe and the of Amy C. (Sieger) Ruhe. Percy attended college at nearby Muhlenberg college, receiving his Bachelor of Science in 1901 and also received his Doctor of Literature in 1948, probably due to his role in local publishing.
In addition to being the long serving editor of the Allentown Morning Call newspaper, Percy founded the Allentown playground system in 1912. Percy was also a leader in the Lehigh County Humane Society (president), and a trustee in the Community Chest.
The memorial in Ruhe park focuses on his career as Morning Call editor, a role he fulfilled from 1910 through 1960. Percy Ruhe passed away in 1962.
