The Woodman building is one of three commercial building, along with the Rackleff Building and the Thompson Building, designed by architect George M. Harding and built in 1867 after the devastating fire that raged through Portland in 1866.

The four story high brick building is designed in the Second Empire style. On the Middle Street side the ground floor features a series of cast iron pilasters and arches the frame the three entrances and 10 large four pane windows facing Middle Street. The second story has 11 sets of double windows topped with decorative carved stone lintels. The third floor has nine single windows flanked by triple windows all with keystone arch lintels. The mansard style roof has five dormers. The central dormer has triple windows with four columns supporting an arch lintel. Flanking the central window are dormers with double windows and three columns supporting a pointed arch. The end dormers have a single window beneath a rounded arch. The Pearl Street side has the same arrangement of dormers.

At the center of the Middle Street side, between the second and third story is a stone plaque which is inscribed:
